Abstract: Objective To provide references for Beijing municipal government and biopharmaceutical enterprises to make appropriate development strategies, and to provide references for the development of biopharmaceutical industry in other areas. Methods Literature review and expert consultation were applied. Results and Conclusion A SWOT matrix model for the development of biopharmaceutical industry was established and six strategic measures were put forward according to the result of SWOT analysis of biopharmaceutical industry development in Beijing. Namely, strengthening the government support; making use of Beijing-TianjinHebei collaborative development chance to lift the barriers to industry development; promoting the ability of independent innovation; increasing investment in research and development; expanding investment and financing channels and optimizing the layout of biopharmaceutical industry.
