Zhao Jianfeng, Zhang Wei, Yu Hai
    2019 (2):  39-44.
    摘要 ( 394 )   PDF(2716KB) ( 346 )
Objective To provide reference for strengthening the management of preventing interest conflicts among pharmacopoeia members. Methods The procedures of the United States Pharmacopoeia (USP) Committee, and the actions taken by members or experts of US food and drug administration to prevent interest conflicts were referred to analyze the problems in the management of preventing interest conflicts in China pharmacopoeia committee, and corresponding suggestions were put forward. Results and Conclusion Although the interest and risk avoidance system and dismissal measures were mentioned in the measures for the administration of Chinese pharmacopoeia commissioners, no detailed rules and specific procedures were formulated to prevent interest conflicts of Chinese pharmacopoeia commissioners. It is suggested that preventing the interest conflicts of pharmacopoeia members should be included into the drug formulation and revision system as soon as possible. In addition, the management measures for pharmacopoeia members should be further perfected to avoid the interest conflicts. The scope of publicity for the formulation and revision of drug standards should be expanded and the supervision and implementation must be strengthened. Therefore, the members of pharmacopoeia can participate in the formulation and revision of drug standards in a fair or just manner.

    摘要 ( 371 )   PDF(2717KB) ( 478 )
Objective To provide references and suggestions for the future innovation model for traditional Chinese medicine (TCM) enterprises, and to promote the modernization and the innovative changes of these enterprises through identifying the incremental innovation and analyze how different types of complementary assets adjust the relationship between incremental innovation and enterprise performance. Methods Pooled OLS model was used to make an empirical study on the relationship between the incremental innovation and the performance of the listed TCM enterprises and the regulating effect of different types of complementary assets. Results and Conclusion As far as the current complementary assets are concerned, manufacturing-specific complementary assets and marketspecific complementary assets are positively affecting the incremental innovation of enterprise performance, while manpower-specific complementary assets do not have a regulatory role. TCM enterprises should adhere to the mode of incremental innovation and use their own complementary assets to improve enterprise performance.

    Zheng Yongxia, Yang Yue
    2019 (2):  59-65.
    摘要 ( 540 )   PDF(2810KB) ( 520 )
Objective To provide reference for improving drug procurement with target quantity in China. Methods Documents on drug centralized procurement such as the “Guidance on Drug Procurement with Target Quantity for 4+7 Cities” issued by National Healthcare Security Administration in November 2018 and “Notice on the National Organization of the Pilot Program for Drug Centralized Procurement and Use of Bidding Drugs” issued by the State Council were studied to summarize the mode and result of drug procurement with target quantity. Results and Conclusion Drug procurement with target quantity led by National Healthcare Security Administration solved some problems in the previous centralized drug procurement. For instance, quantity could not determine drug price, and medical institutions didn’t pay to pharmaceutical companies on time. However, this new mode may also arouse new problems such as procurement monopoly, drug shortage, drug quality and inhibition of innovation.

    Xu Zhimeng, Dong Li
    2019 (2):  77-85.
    摘要 ( 461 )   PDF(2710KB) ( 309 )
Objective To study the cognition and demand of pharmacy services in hospitals from the views of doctors, pharmacists and patients and to provide references for improving the quality of pharmacy services. Methods 3 level 2 hospitals and 3 level 3 hospitals in Beijing were selected and questionnaires for doctors, pharmacists and patients were distributed and collected. Results and Conclusion Cognitively speaking, 69.85% of doctors and 75.36% of pharmacists believe that pharmacy services are necessary, and 81.1% of patients believe it is helpful for pharmacists being involved in the process of treatment plans. Doctors and pharmacists themselves believe that the current pharmacist’s service ability is still insufficient, mainly due to the lack of clinical knowledge and the knowledge of medication combination. In terms of demand, doctors and patients have higher demand for pharmacy services, which is mainly involved in designing patient treatment plans, providing drug information and giving medication advice, and providing medication counseling. Doctors, pharmacists and patients all recognize and support the development of pharmacy services. However, in the understanding of the meaning of pharmacy services, doctors are better than pharmacists. Doctors and patients have greater demand for pharmacy services, but the supply of pharmacy services is still far from enough. It is recommended to strengthen the construction of related systems, incorporate pharmacy service work into hospital performance appraisal; attach importance to pharmacy professional talent training, improve pharmacy service ability, explore new hospital pharmacy service mode and to promote hospital pharmacy development.
